I think that realtime panels are going to be very difficult. Not really. But the renderring will probably have to be done by the server then sent to the player. I'd go for mediaWiki too. In part because I'm comfortable with using it, in part because most people are famliar with navigating Wkipedia, but also because there is a ready pool of extensions available if necessary, much like phpBB.
