OK, here's something else to try...
Lets see if there's a big variation in the round trip time. Go to http://www.pingtest.net/ - when the map appears drag the circle in the lower over to the US. Roughly in the centre of the large map there's a star and hovering the pinter on that should show an option for a server in Denver, Colorado. Click on it to run a Ping/Jitter test. That server is josted by Comcast so ought to be on the pretty much the same network as the Foundry.
For comparison, here's my result:
I'm not too bothered about the ping time itself, but big numbers for jitter or packet loss could be significant.

Well nothing scary in that. 6ms of jitter and no packet loss is pretty respectable.

After restarting the server from today's crash, I did find that one of those manifests (list of the game files and their checksums that is used to avoid copying already up-to-date files from the server) was out-of-sync with the real files. That may have contributed to the slow start-up.
See if things are better now.

Actually, the Minkata backend server fell over a little while ago and on the restart rarified noticed an error in the manifest which he has now fixed. You might find that speeds things up a bit.

I can beat your ping, Mac (I'm closer to Milton Keynes!), but not your jitter!
Sadly, the post-crash version is no faster - I've just timed the spinning circle phase as 4 mins 12 sec. MOULa was 1 min 4 secs.

I get pings in the high 60s.
As for load times, I timed from launch to Uru screen (click through cached logon, TOS, and logo) as 40 seconds for Minkata and 63 (55 on second try) seconds for MOULa.

I just did the ping test one and I think the load speed cannot have much to do with the pings
as mine is much higher than yours, ok, I'm at a distance of 5000 miles, but my login speed is
quite acceptable ...
I've tested the progress bar/spinning circle speeds (until login/avatar selection screen) of
Minkata - 1 min 30 sec
MOULa - 1 min 40 sec (I clicked the logo away and counted then as the others don't have it)
Gehn - 14 sec
and this is quite good ... Treehugger and Mac e.g. seem to have a much faster internet speed,
but Treehugger can go and have a coffee before being logged in ...
Here's a more closer to Colorado test with even 100 miles more
