verified at 9.15 am on 31 August, UK time - I get to the login screen but it then reverts to the "launching Uru" progress bar, fully completed, this sits there for a while doing nothing and then the error message "UruLauncher.exe has stopped working" comes up.

yup, working again now. 
It is unlikely that the problem would occur simultaneously at the "ends" of two unconnected users, which is why I posted to confirm the OP.sut wrote:I just logged in so it must be on your end
