In case it helps, here are a couple of things I did (after pointers from Adam) during my long but ultimately successful trek:
If you go to your newly-created Minkata folder, right click, and look at the folder properties, then choose the security tab, then advanced (or something similar depending on whichever version of Windows you are using), does anything look odd about which users have which permissions?
And also just to check: are you doing all your manipulations with avast (or whichever anti-virus program you have) temporarily switched off?

How comfortable are you digging even further into Windows administrative tasks? Have you ever used the Windows "event log viewer"?
Also, are you available to chat via Skype? It may be easier to walk you through this in real time...

Sorry I missed you
No Skype but I'm FAIRLY good at digging through files and folders once I find where there are....Windows 10 is ALOT different than xp or 7, so it does take me some time. Never used event log viewer

First thing I'd try is to change "Users" permissions of the "Minkata Shard" folder to "Full control," as an alternative to running as admin, and see if it works. Tell us what happens. I would change it back to "Read & execute" if it still did not work, and try other proposed solutions here or from rarified - perhaps in combination.

You have all "All Application Packages" highlighted instead of "Users." On which did you set permissions?

I haven't seen anyone post about this, but I have been unable to delete the folders for "D'ni-Kirel" and "D'ni-Tiwah." I had no trouble deleting the "D'ni-Ae'gura" and "D'ni-K'veer" folders which are similar in punctuation and style, so I can't figure out what I'm doing wrong (if anything).
