I'm wondering, given the rich abundance of suggested projects, if we should establish a convention that if a project is under serious consideration, that an entry be made in the existing BugTracking system (as an RFE (Request for Enhancement for those unfamiliar with TLAs (Three Letter Acronyms for those unfamiliar with TLAs)+)).
Or perhaps if we do adopt a project management system, an entry there.
That would help identify the people who have decided to commit some time to the project as well as keeping progress history in a more organized form than the forum, which can become cloudy as opinions are woven around the project essentials.

A democratic Project Board of some number of diverse people is intended. It has not yet been necessary because there is no plethora of actual project proposals. Discussions are often all that are intended, but the mission here is to produce results from discussions which could become projects. These discussions will become more serious when the Myst Online sources are released and licensing terms understood.
Adding to a database of proposed projects is a great idea and follows right along with the mission here at OpenURU.org that forums and talk are not the end product. This could be one of the Project Board's responsibilities either directly or by assigning qualified volunteers to the task. The burden is either asking people to do more than forum posts, or gathering a team to put their ideas into resources for them. By the way, in keeping with the philosophy here about equality and eschewing hierarchy as much as possible, the Board should serve at the pleasure of the community.
The wiki, properly used by discussion leaders, should also be a good source of details about project proposals.
Project proposal websites, hosted on OpenURU.org subdomains, are also a good vehicle for motivated community members.
