Starter packs might be kind of nice. 
You'll need tools on the back end to do high level things with the Vault such as create instances and set states to match the game progress you've selected. I can see a Control Panel on a web account attached to your shard account might be nice. Fill in the checkboxes, submit, and instant game solutions. Heh. Sounds funny, but sure would save a big bother, especially if you're going to sign up on multiple shards.
