JIRA - Up or Down?

Given the comment in rarified's post here: viewtopic.php?p=7877#p7877 regarding an in-progress update to JIRA I'm wondering whether I should currently be able to access JIRA and create/edit issues? It appears that I could create new issues if I wished, but I've avoided doing anything that'd change the database in case it forced rarified into additional rework - I'm wondering if Solaris has unilaterally restarted JIRA again. The message at the top of the JIRA page suggests it hasn't been updated since December 2012.

Go ahead and do updates and new issues. I won't get time to resume the update progress (which requires taking backups of the JIRA data from a couple of perspectives) again until this weekend.

I'll make an announcement when I start working on it and this time will be more persuasive about keeping it shut off during the upgrade. :shock:
