This thread is intended for discussion of how to moderate a Zero Tolerance policy. Ian has written his view of some of the linking problems an a MOUL post.
Definition 1: You cannot reliably moderate (enforce) a zero-tolerance policy in this sort of case. Zero tolerance on other things like porn on a forum can be, but not in a case like this where the rule is in almost perfect opposition to a stated goal.
Definition 2: A simple way to moderate (make less extreme) a zero-tolerance policy is to focus on what you are actually opposing. In this case by focusing on distribution of game files, which is what is really the issue.
