Sounds interesting Mustard. 
As someone who is going to be founding a content development team in the next week or so, I hope that your plans benefit my work.
For the record, I'd definitely say that the GoMa should put up a test server. You guys are the QA team, after all!
Oh, and on the Cyan test server thing - Cyan has one that they do testing on (duh) which is private. AFAIK, Mark set it up a little before .902 so as he and various peeps could test out the fixes before it went live (No, I was not one of those peeps). It's already done. It's not exactly a giant secret.
