plugin will build on Windows again

It seems that Christian's patch to put full dates in timestamps does not work on Windows. I have put in a workaround and also updated the build patch to work with the now-released 1.4 versions.
That it has been broken for so long pretty clearly indicates how many Windows users there are
, but it seemed worth mentioning anyway.
