I think the conclusion I was coming to was that individual projects should be able to decide how they want to deal with changes to their associated wiki pages. It probably doesn't matter in the long run (apart, maybe from the idea of having a consistent approach throughout): The wiki retains an edit history, so you always know what's been done, whether or not there is anything on the discussion pages or the forums.

Precedents are set for a), b) and c) so I wouldn't change the text on those MOSS pages. I don't think anyone who "owns" wiki pages will look only at the wiki and ignore the forums, so I don't think there's a risk that some comments are going to be missed. Some folks will be more comfortable making forums posts than editing the wiki, others will feel that editing the wiki or using discussion pages is more natural.
