Sparklies

I've only found one sparkly. Is this intended, or should they all be on or off (ignoring Minkata problems)?

It is intended that they not all be turned on, but follow the original monthly progression.

Erm, well, heh. I think rarified can see reason to make it available for testing.

I haven't heard rarified or JW Platt say anything specific, but my expectation would be that once February 1 comes along, we'll be back on the monthly sparkly cycle, with only one spark enabled.
Or maybe it's appropriate that the Minkata Shard has the Minkata sparkly permanently enabled as a "signature item"?

Your expectation is in line with my plans; that the sparklies will return to a monthly cycle during normal testing.
That is not to discount the possibility that one (or more!) sparklies might be made available for special events
