Cookie cutters (pubs and 'hoods)
I'm wondering if for some areas, like neighborhoods, there can be a sort of quick "cookie cutter" creation kit. You would pick from a few different layouts, turn a few things on or off, add a few textures, and you're done. Furthermore, there could be an easy library of customization options (cones and barriers, hard hats left around, message boards, broken areas, etc.) This would allow for a great variety of different areas to be made easily and quickly, allowing people to focus more on other Ages. How easy would this be to implement?

Most of what you suggested is already in the game.
Just need to add the diffrent age styles and props into the game and go.

There are administrative controls that allow lamp designs, garden books (Delin or Kemo), water garden appearances (fungus, lamps), and so forth to be customized (from a list of options) in the neighborhoods. However, there is no way for the creator of a neighborhood to select which features he or she desires. You can create, delete, and create a 'hood until you get something you like, but some players have always wanted a menu of options in-game to custom build their 'hood.
The music is reversible, but time is not.

Perhaps it's worth suggesting a fully realized object-placement capability?
I mean something like the systems in houses in other online worlds such as Lord of the Rings Online, City of Heroes or There. Within your apartment in D'ni, you should be able to place chairs, tables, and so on. In a neighborhood, the mayor should be able to place lanterns and clocks and things.
In those more modern systems, these are objects from a collection the player has access to independently of the Age, not things that are baked into the Age and can merely be shown or hidden.
Advanced implementations allow the player to put things anywhere, turn them to any angle, and stack objects on other objects. Simpler versions only allow placement of an object where the room has a "hook," and may limit turning items to 90 degree orientations.
Yes, it's a huge technology request. But if someone has the inclination and ability to implement it, Uru will become attractive to those players who enjoy furnishing a private space.
If we can't have this, then Gehn's concept of applying Relto-style configurability to neighborhoods would definitely be progress.
