Catching up… sounds all good to me.
I like the idea of adding Hoikas’ physics explanations and possibly more examples at the bottom of the wiki page.
The current Technical Information and License Suggestions sections need a bit of an overhaul too before Cyan people come to read the wiki page in respose to receiving the formal request. They read a bit disconnected from the request that they originally referred to now. They still refer only to the localization use case, that needs to be stated up front, or generalized where appropriate, and they are written from the personal point of view of an unknown individual (Deledrius), which clashes with the style of the request. Deledrius, would you like to take care of that?
Unless anyone beats me to it, I volunteer to have a go at this on Saturday or Sunday.

I took a few minutes to get the draft PDF ready today instead waiting for tomorrow because there have been no recent changes. Take a look:

Yes, the draft watermark and content lock seemed appropriate since the letter is available to the public prior to delivery tomorrow to the recipient (Cyan). Any additional suggestions or edits can be done here or on the wiki.
